Which countries have a Medicare agreement with Australia?

Australia has Reciprocal Health Care Agreements with several countries, giving their citizens access to some Medicare benefits. Here is the full list.

Australia has Reciprocal Health Care Agreements (RHCAs) with a number of countries. Citizens of these countries who hold a valid working holiday visa may be entitled to access some Medicare benefits during their stay. The level of coverage varies between agreements and does not provide full Medicare access in most cases, but it does cover medically necessary treatment in some circumstances.

Countries with an RHCA with Australia

As of the current date, Australia has reciprocal health care agreements with the United Kingdom, Republic of Ireland, New Zealand, Sweden, Netherlands, Finland, Norway, Belgium, Slovenia, Malta, and Italy. Citizens of these countries may be eligible for limited Medicare benefits during their stay in Australia.

What the agreements cover

Coverage under an RHCA is typically limited to medically necessary treatment. This means treatment for conditions that arise during your visit and that cannot reasonably wait until you return home. It generally covers visits to a GP and some public hospital treatments. It does not cover pre-existing conditions, dental treatment, specialist visits in all cases, or private hospital costs.

The specific details of what is covered depend on which agreement applies to your country. Check with Services Australia for the precise entitlements under your country's agreement.

How to enrol in Medicare under an RHCA

If your country has an RHCA with Australia, you can enrol in Medicare at a Services Australia (formerly Centrelink) office by presenting your passport, visa, and proof of citizenship. You will receive a Medicare card that allows you to access the covered services.

The Medicare levy

If you are enrolled in Medicare under an RHCA and therefore eligible for some Medicare benefits, you may not be entitled to claim the full Medicare levy exemption on your tax return.
