A Responsible Service of Alcohol (RSA) certificate is legally required to serve, sell, or supply alcohol at any licensed venue in Australia.
What is the RSA?
The RSA is a short certification course covering:
- Identifying signs of intoxication
- How to refuse service legally and safely
- Legal obligations of staff and venue operators
- Preventing alcohol-related harm
- Liquor licensing rules
Without an RSA, you cannot legally serve a drink at any licensed venue. Operating without one risks legal penalties for both you and the venue.
Who needs an RSA?
Any working holiday maker working in a role that involves alcohol:
- Bar staff in pubs, hotels, clubs
- Waitstaff in licensed restaurants
- Bottle shop and liquor store employees
- Event staff serving alcohol
- Nightclub workers
- Cellar door staff in wineries
If your role does not involve alcohol service (e.g., kitchen work, cleaning, back-of-house), you may not need one, but most hospitality employers require it as a baseline anyway.
How do you get an RSA?
The course is offered by Registered Training Organisations (RTOs):
- Find an RTO offering RSA training in your state
- Choose online or classroom format
- Complete the course (3-5 hours typically)
- Pass the assessment
- Receive your RSA certificate
Typical costs are around $90, though they vary by state and provider. Some employers cover the cost when they hire you, so ask before paying yourself.
Is the RSA valid in every state?
No, RSA certificates are state-specific:
- Issued at state level (NSW, Victoria, Queensland, etc.)
- Not automatically transferable between states
- A Victoria RSA may not be valid in Queensland
- Some states have mutual recognition agreements, others do not
If you plan to work in hospitality across multiple states, you may need to complete the course again in each state. Check with your training provider before paying for an interstate course.
How long does an RSA last?
Validity varies by state:
- New South Wales: 5 years
- Victoria: 3 years
- Queensland: 3 years
- Western Australia: no expiry
- South Australia: no expiry
- Tasmania: 3 years
- ACT: 3 years
- Northern Territory: 3 years
Renewal is usually a short refresher course rather than the full original course.
Can you claim the cost as a tax deduction?
Yes. If you completed the RSA course for hospitality employment:
- Course fee is a work-related deduction
- Include the cost in your tax return
- Keep your receipt
